1. Competition Name: Guangzhou Bay Area New Bank International Design Competition (Luochongwei Zone) (referred to as “The Competition” hereunder)
為深入貫徹落實黨中央、國務院關于有序推進城中村改造的重要決策部署，積極響應省、市政府關于城中村改造工作安排，結合市城中村改造建設指揮部關于開展城中村改造綜合設計方案競賽助推城市品質(zhì)提升的相關要求，白云區(qū)擬圍繞廣州灣區(qū)新岸（羅沖圍片區(qū)）開展國際設計競賽。
In order to thoroughly implement the key strategic deployments of the Party Central Committee and the State Council regarding the promotion of urban village renovation, actively respond to the work arrangements for urban village renovation by the provincial and municipal governments, and in accordance with the relevant requirements of the Municipal Command Center for the Transformation and Construction of Urban Villages to conduct a comprehensive design scheme competition for urban village transformation to boost the improvement of urban quality, Baiyun District plans to hold an international design competition focusing on the New Bank of Guangzhou Bay Area (Luochongwei Zone).
競賽將面向全球公開邀請具有相關經(jīng)驗的單位，征集具有國際一流水準的規(guī)劃設計成果，聚焦“綠色低碳、全齡友好、文化傳承、智慧韌性”四大維度，以設計引領、功能落地為支撐，構建符合羅沖圍片區(qū)“云山綠城·珠水藍洲”定位的城市風貌體系，以國際視野提升設計水平，切實增強居民幸福感、獲得感，助推羅沖圍片區(qū)的高質(zhì)量發(fā)展。
In the competition, entities with relevant experience from around the world will be openly invited to submit world-class planning and design outcomes. It will focus on four major dimensions: "green and low-carbon development, age-friendly design, cultural heritage, and smart resilience." Supported by design leadership and functional implementation, it aims to build an urban landscape system that aligns with the positioning of the Luochongwei Zone as a "Green City under the Clouds and Blue Pearl River Delta." With an international perspective, the competition seeks to enhance the design quality, truly increase residents' sense of happiness and achievement, and promote high-quality development in the Luochongwei Zone.
本次設計競賽工作內(nèi)容包含區(qū)域規(guī)劃提升、核心區(qū)設計兩部分（附件1）。
The work content of this design competition includes two parts: regional planning enhancement and core area design (Attachment 1).
區(qū)域規(guī)劃提升部分范圍為連接松溪片區(qū)至潭村片區(qū)的石井河兩岸7公里長的岸線及腹地延伸區(qū), 北至白云湖大道、南至增埗河、東至西槎路、西至增槎路，面積約353.19公頃（含水域61.62公頃）。方案應提出整體提升策略，在空間格局構建、生態(tài)景觀塑造、歷史文化傳承等方面進行系統(tǒng)研究和統(tǒng)籌規(guī)劃。成果深度須達到概念性城市設計深度，后續(xù)可指導支撐核心區(qū)設計。
The scope of the regional planning improvement is the 7-kilometer-long shoreline and the extension area of the hinterland along both banks of Shijing River connecting the Songxi area to the Tancun area. It extends northward to Baiyun Lake Avenue, southward to Zengbu River, eastward to Xicha Road, and westward to Zengcha Road, covering an area of approximately 353.19 hectares (including a water area of 61.62 hectares). The scheme should feature an overall improvement strategy after systematic research and overall planning in spatial pattern construction, ecological landscape shaping, and cultural inheritance and other aspects. The outcomes must reach the level of conceptual urban design, and subsequently guide and support the design of the core area.
核心區(qū)設計部分范圍包含松溪片區(qū)和潭村片區(qū)兩個片區(qū)。松溪片區(qū)北至同康路，南至富力桃園小區(qū)，東至石井河，西至增槎路，涵蓋石井河西岸安置新城片區(qū)，面積約57.60公頃；潭村片區(qū)北至潭涌路，南至西槎路，東至石槎路，西至潭崗小學，涵蓋潭村兩岸一線地區(qū)，面積約73.52公頃。另外，可在兩個核心區(qū)之間選取重要沿河空間節(jié)點，開展詳細設計。
The design scope of the core area consists of two areas: the Songxi area and the Tancun area. The Songxi area extends northward to Tongkang Road, southward to R&F Taoyuan Community, eastward to Shijing River and westward to Zengcha Road. The Songxi area covers the resettlement new town area on the west bank of Shijing River, with an area of approximately 57.60 hectares. The Tancun area extends northward to Tanchong Road, southward to Xicha Road, eastward to Shicha Road and westward to Tangang Primary School. The Tancun area covers the both banks and one bank line of Tancun, with an area of approximately 73.52 hectares. Furthermore, important spatial nodes along the river can be selected from the two core areas to carry out detailed design.
方案應落實已批復的控制性詳細規(guī)劃的指標要求，與河涌水系規(guī)劃等充分銜接，達到修建性詳細規(guī)劃深度。重點探討石井河濱水公共空間及其兩岸濱水建筑設計，分析核心區(qū)功能布局、空間組織、景觀和交通等要素，針對兩個核心區(qū)各自提出既富于特色又與環(huán)境相協(xié)調(diào)的設計方案。設計內(nèi)容具體包括整體空間設計、建筑概念方案設計（包括“四好”建設方案）、生態(tài)景觀設計方案等內(nèi)容。
The index requirements of the approved regulatory detailed planning should be implemented, and the scheme should be fully connected with the river and waterway system planning to reach the level of the construction detailed planning. The focus is to explore the waterfront public space of Shijing River and the design of the waterfront buildings on both banks. The elements such as functional layout, spatial organization, landscape and transportation of the core areas should be analyzed. A design scheme that is both distinctive and in harmony with the environment should be proposed for each of the two core areas. Specifically, the design content involves overall space design, architectural concept scheme design (including the "Four-Good" construction plan), ecological landscape design plan, and other aspects.
具體內(nèi)容以《廣州灣區(qū)新岸（羅沖圍片區(qū)）國際設計競賽技術文件》為準。
The specific content shall be subject to the "Technical Documents of Guangzhou Bay Area New Bank International Design Competition (Luochongwei Zone)".
以下第1-5項為報名必要性要求，第6項為參考性要求。
Items 1–5 below are essential requirements for registration, while Item 6 is a reference requirement.
① 接受獨立報名或聯(lián)合體報名參賽。以聯(lián)合體形式申請的，聯(lián)合體中至少有一家成員單位具備下述第4點的資質(zhì)條件。鼓勵由境內(nèi)、境外規(guī)劃設計團隊及相關專項技術團隊共同組成聯(lián)合體參加，聯(lián)合體單位不超過三家，其中至少一家應為境內(nèi)單位。申請人須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂聯(lián)合體協(xié)議后，不得再以自己名義單獨申請，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則資格無效。
① Applications will be accepted from individual entities or consortia. For applications made in the form of a consortium, at least one member of the consortium must possess the qualification requirements specified in Item 4 below. It is encouraged that consortia be formed by domestic and international planning and design teams, as well as relevant specialized technical teams. The number of consortium members should not exceed three, with at least one being a domestic entity. Applicants must submit a consortium agreement, clearly identifying the lead entity of the consortium within the agreement. After signing the consortium agreement, each member of the consortium shall not apply individually, nor shall they form a new consortium or participate in other consortia; otherwise, their qualification will be invalid.
② 申請人（若為聯(lián)合體，指聯(lián)合體各方）是合法注冊的獨立法人或合伙制企業(yè)或其他組織，須提供有效的營業(yè)執(zhí)照或注冊登記證明。
② The applicant (if a consortium, then each member of the consortium) must be a legally registered independent legal entity, partnership, or other organization, and must provide a valid business license or registration certificate.
③ 申請人（獨立或聯(lián)合體，下同）負責人為同一人或者存在控股、管理關系的不同單位，不得同時以多個申請人名義參加。
③ If the responsible person of the applicant (whether an individual entity or a consortium, hereinafter the same) is the same individual, or if there is a controlling or management relationship between different entities, they shall not participate under the names of multiple applicants simultaneously.
④ 申請人須具備由中華人民共和國自然資源部頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)，或住房和城鄉(xiāng)建設部核準的建筑行業(yè)（建筑工程）專業(yè)設計甲級資質(zhì)[或工程設計綜合甲級資質(zhì)，或工程設計（建筑行業(yè)）甲級資質(zhì)]證書。
④ The applicant must possess a Class A qualification certificate for urban and rural planning compilation issued by the Ministry of Natural Resources of the People's Republic of China, or a Class A qualification certificate for professional design in the construction industry (architectural engineering) approved by the Ministry of Housing and Urban-Rural Development (or a Class A comprehensive engineering design qualification certificate, or a Class A qualification certificate for engineering design in the construction industry).
⑤ 申請人在正式報名材料中所列出的領銜設計師須親自開展本項目的設計工作，且在專家評審環(huán)節(jié)親自出席進行成果方案匯報。請所列出的領銜設計師根據(jù)競賽時間安排提前預留時間、做好準備。如因特殊原因，領銜設計師確實無法赴現(xiàn)場參會的，須進行說明并承諾將通過視頻或電話會議的方式參會。所述情況將在資格預審評審時予以綜合考慮。
⑤ The lead designer listed by the applicant in the formal application materials must personally conduct the design work for this project and must also personally attend to present the results. The lead designer listed is requested to reserve time in advance and make preparations according to the competition schedule. If, for special reasons, the lead designer is truly unable to attend the meeting in person, they must provide an explanation and commit to participating via video or teleconference. The above-mentioned situations will be taken into comprehensive consideration during the prequalification review.
⑥ 申請人須具有特大或超大城市的重點功能片區(qū)或濱水地區(qū)的規(guī)劃及建筑設計相關業(yè)績。
⑥ The applicant must possess relevant achievements in planning and architectural design for key functional areas or waterfront regions in megacities or large cities.
凡有意參加本次競賽的設計單位，請于2025年5月23日16：00時至2025年6月11日16：00時，將《參賽單位申請表》《保密承諾函》（附件2-3）簽字并加蓋公章后掃描為PDF，通過郵件發(fā)送至到招標代理服務單位，以領取《資格預審申請文件（格式文件）》。接受材料的招標代理服務單位郵箱地址：byzxzb@163.com，發(fā)送郵件時請注明項目信息。
All design units interested in participating in this competition are requested to sign and affix their respective official seal to the “Application Form for Participating Units” and the “Letter of Commitment to Confidentiality” (Attachments 2-3), scan them into PDF files and email them to the tendering agency service provider to obtain the “Prequalification Application Documents (Format File)” from 16:00 on May 23, 2025 to 16:00 on June 11, 2025. The email address of the tendering agency service provider accepting the materials is: byzxzb@163.com. Please indicate the project information in the email.
《資格預審申請文件》應以電子文件和紙質(zhì)文件的形式提交。提交截止時間為2025年6月11日，提交的時間以電子文件上傳成功的時間為準。除了在截止時間前成功上傳的《資格預審申請文件》外，未在截止時間前上傳或以其他形式提交的《資格預審申請文件》一律不被受理。
The Prequalification Application Documents should be submitted in both electronic and paper forms. The submission deadline is June 11, 2025, based on the successful upload of the electronic documents. Except for the "Prequalification Application Documents" that have been successfully uploaded before the deadline, all "Prequalification Application Documents" that have not been uploaded or submitted in other forms before the deadline will not be accepted.
電子文件包括全套正本《資格預審申請文件》的PDF掃描件和PPT文件。申請人應將電子文件電郵到招標代理服務單位，接收材料的招標代理服務單位郵箱地址：byzxzb@163.com（以.rar或.zip形式壓縮后上傳，請注意無需加密）。
The electronic documents include the PDF scanned copies and PPT files of the complete set of original "Prequalification Application Documents". Applicants should email the electronic documents to the bidding agency service unit. 申請人應當確保其提交的《資格預審申請文件》的電子文件和紙質(zhì)文件內(nèi)容一致。當《資格預審申請文件》的電子文件與紙質(zhì)文件內(nèi)容不一致時，以電子文件為準。
Applicants shall ensure that the content of the electronic and paper versions of the "Prequalification Application Documents" submitted is consistent. In the event of any inconsistency between the electronic and paper versions of the Prequalification Application Documents, the electronic version shall prevail.
本次國際競賽分為兩個階段，第一階段為資格預審及概念提案，第二階段為設計方案競賽。
This international competition is divided into two stages. The first stage is the prequalification and concept proposal, and the second stage is the design scheme competition.
申請人提交《資格預審申請文件》后，資格預審評審委員會將對申請人的公司履歷、行業(yè)聲譽、主創(chuàng)及團隊的業(yè)績和經(jīng)驗、概念提案等進行綜合評審和比較，擇優(yōu)評選出5名入圍參賽團隊（含聯(lián)合體，下同）和2名候補參賽團隊。當正式入圍的參賽團隊無法參加競賽時，主辦單位可根據(jù)候補參賽團隊的排名，依次選擇候補參賽團隊增補。主辦單位保留不增補的權利。
After the applicants submit the "Prequalification Application Documents", the prequalification review committee will conduct a comprehensive review and comparison of the applicants’ company resume, industry reputation, achievements and experience of the main creators and teams, concept proposals, and select 5 shortlisted teams (including consortia, same below) and 2 reserve teams based on merit. When the officially shortlisted teams are unable to take part in the competition, the organizing committee may, based on the ranking of the reserve teams, select the reserve teams in sequence for the competition. The organizing committee reserves the right not to make any additions.
（2）第二階段：設計方案競賽
（2）Stage 2: Design Scheme Competition
入圍參賽團隊按相關規(guī)定及技術文件要求提交設計成果文件。每個設計團隊（聯(lián)合體）僅可提交一個方案。
The shortlisted teams shall submit the design outcome documents in accordance with the relevant regulations and technical document requirements. Each design team (consortium) can only submit one scheme.
技術審查委員會對競賽成果進行有效性審查和技術審查，主要內(nèi)容包括：審查競賽成果是否符合技術文件的規(guī)定與要求，是否存在嚴重的技術問題。技術審查委員會對競賽成果的有效性進行初步認定，并向專家評審委員會提供有效性審查意見和技術審查意見。
The technical review committee conducts a validity review and technical review of the competition results. The main content include reviewing whether the competition results comply with the provisions and requirements of the technical documents and whether there are any serious technical problems. The technical review committee makes a preliminary determination of the validity of the competition results and provides validity review opinions and technical review opinions to the expert review committee.
方案專家評審委員會在技術審查委員會提供的有效性審查意見和技術審查意見的基礎上對5家入圍參賽團隊提交的設計成果進行評審，評選出一、二、三等獎各1名，并對每個方案出具書面評審意見，提交競賽委員會和組織服務單位。競賽委員會在充分尊重專家評審意見的基礎上，復核確定一等獎得主。
Based on the validity review opinions and technical review opinions provided by the technical review committee, the expert review committee will evaluate the design outcomes submitted by the five shortlisted teams, select one first prize, one second prize, and one third prize, and issue written review opinions for each scheme. The selection results and opinions will be then submitted to the competition committee and the organizing service unit. The competition committee will, on the basis of fully respecting the expert review opinions, re-examine and determine the winner of the first prize.
申請人提交的資格預審文件由報名文件和概念提案兩部分組成，須分別獨立成冊。
The prequalification documents submitted by the applicants consist of two parts: the application documents and the concept proposal, which must be separately compiled.
概念提案為A3橫版圖文排版設計文本，單面彩色打印，不超過15頁（不含封面封底）。內(nèi)容包括但不限于以下：
The concept proposal should be an A3 horizontal layout design text, single-sided color printed, with no more than 15 pages the front and back covers excluded). The contents should include but are not limited to the following:
（1）對項目的愿景描述；
（1）Description of the project's vision;
（2）對項目區(qū)域規(guī)劃提升范圍方案設計的總體構思和總體空間結構；
（2）The overall conception and overall spatial structure of the scheme design for area planning improvement scope of the project;
（3）對項目核心區(qū)范圍方案設計的概念構思或局部設計；
（3） Conceptual design or partial design of the core area scope scheme of the project;
（4）具有參考價值的案例及其與本項目關聯(lián)內(nèi)容的分析；
（4）Analysis of cases with reference value and their related contents to this project;
（5）設計單位過去的設計項目中可以借鑒的內(nèi)容與做法。
（5）Reference contents and practices of the design unit's past design projects.
根據(jù)方案評審委員會對提交的設計方案進行評審及排名，入圍參賽團隊將獲得獎金如下：
According to the review and ranking of the submitted design proposals by the scheme review committee, the shortlisted participating teams will receive the following prizes:
（1）入圍方案成本補償費用：按5家計，每家單位（聯(lián)合體）獲得成本補償費用80萬元。
（1）Cost compensation for shortlisted schemes: Based on a total of 5 entities, each entity (consortium) will receive a cost compensation of RMB 800,000.
（2）優(yōu)勝方案獎金：按3家計，在入圍方案成本補償費用基礎上，第一名獲得獎金100萬元，第二名獲得獎金50萬元，第三名獲得獎金20萬元。
（2）Compensation for winning schemes: Based on the cost compensation for the shortlisted schemes, the first place will receive a compensation of RMB 1 million, the second place RMB 500,000, and the third place RMB 200,000.
說明：以上補償費用均為含稅費用。設計方案經(jīng)評審委員會評定為無效設計方案的競賽團隊，將不能獲得國際競賽相關費用。
Note: All the above compensation fees are inclusive of tax. Competition teams whose design schemes are evaluated as invalid by the review committee will not be eligible for the relevant fees of the international competition.
